I've been going through this for a while now and don't believe your theory is too far out there.

So I theorize that there was a collective legislative panic at the realization that there was going to be a huge influx of disabled autistic people needing to apply for Social Security Disability Insurance and the powers that be did not want to financially support so many of these lost adults of autism.
Why are Late-Identified Autistics Having Their Diagnoses Challenged?
